城镇化进程中的环境问题突出表现为雾霾问题和水污染问题。环境危机爆发的原因在于各行动主体的行为失当,突出表现为:政府"失灵"、企业"失责"、环保NGO"失效"和个体"失声",并呈现出环境管理失效、内部成本外部化、环保实践能力孱弱和环保行动冷漠化的状况。为此,应摒弃"先发展、后治理"的传统工业化模式,从科学规划、资金投入、问题治理和公众参与等不同层面进行政策设计,构建科学的推进绿色城镇化的体制机制。

The cause of environmental crisis lies in the actors' inappropriate actions, include "government failure", "enterprise irresponsibility", "environmental NGO inefficient", "individual muted", which lead to environmental management inefficient, internal cost externalization, Environmental protection practice ability weak,environmental behaviors deficiency. Therefore, It is necessary to abandon the road of obtaining economic growth through high-energy consumption and taking remedies and measures after polluting the environment. We need to design policy from the aspects of scientific planning, global problems governing and public participation and build a scientific mechanism of promoting green urbanization system.
