现代化污染防治体系构建是保持良好生态环境质量的有效手段,是实现美丽中国目标的重要保障。现代化污染防治体系建设应充分运用大数据等新兴技术,构建以政府为主导、企业为主体、公众共同参与的污染防治体系,畅通多元主体协商、对话和互动的渠道,凝聚全民致力于生态环境保护的共识,形成全民共同参与生态环境防治的合力。要尽快建立并完善现代化污染防治体系责任考核机制、全域环境质量智慧预警体系、环境污染问题协同治理机制、现代化的公众参与监督通道、跨区域环境大数据共享开放机制,有效解决现代化污染防治体系构建存在的主要障碍。
Abstract:The construction of modern pollution prevention and control system is an effective way to maintain beautiful ecological environment quality and an important guarantee to achieve the goal of beautiful China. Modern system of pollution prevention and control of emerging technologies, such as building should make full use of big data to build the government as the leading factor, enterprise as the main body, the public participation system of pollution control, smooth negotiation, dialogue and interaction channels, plural consensus in which all the people will work to protect the ecological environment,ecological environment of the prevention and control of the whole people to participate together. It is necessary to establish and improve as soon as possible the responsibility assessment mechanism of the pollution prevention and control system, the intelligent early-warning system for environmental quality across the region, the joint consultation mechanism for pollution prevention and control, the public participation supervision channel, and the trans-regional environmental big data opening mechanism, so as to effectively solve the obstacles to the establishment of a modern pollution prevention and control system.
