随着社区作为生活共同体的兴起,社区治理越来越强调资源整合和多元主体的共同参与。在这一背景下,以上海等地出现了以"党建引领"为核心内容的城市社区治理经验,通过强化政党组织的能力和作用,调动和整合各类主体和资源参与社区治理。在这一经验中,政党层面形成了网格化、区域化、枢纽化的党建体系,政府层面形成了网格、平台的治理体系,居委会层面形成了以社区协商为中心的自治共治体系,这三个维度共同构成了"党建引领"社区治理的上海经验。
Abstract：Community governance is increasingly putting emphasis on resources integration and multidisciplinary participation with the development of life community. In this context, the party-led model is used firstly into the community construction in Shanghai. The core mechanism of this model is to mobilize and integrate various subjects and resources into community governance through the influences of political party. In this model, the gridding,regionalized and pivotal party construction system has been formed in the area of political party while gridding and platform management system has been formed in government level. Besides, neighborhood committee has been established the autonomy system in which the community consultation is the core concept. The combination of three systems contributes to Shanghai party-led model.

(1)2006年,上海市明确提出在社区推进“三个中心”建设,将社区事务受理服务中心、社区卫生服务中心、社区文化活动中心建设作为社区建设的抓手和突破口。
(2)根据《上海市社区文化活动中心管理暂行办法》设立有社区学校、社区图书馆、健身活动室、娱乐活动室、团队活动室、展览陈列室,和具备放映数码电影、举办文艺表演、开展联谊活动等条件的多功能厅。
(2)根据《浦东新区社区生活服务中心建设运营规范实施指南》,社区生活服务中心可以开设“社区助老服务、社区助残服务、妇女儿童及家庭服务、社区青少年服务、优抚对象服务、特定人群服务、居民自助互助服务、社区便民便利”8个方面的服务。
(4)社区委员会下设市政管理、社会保障、社会发展、综合治理四个委员会,对社区管理和社区建设发挥参与、合作、议事、评议、监督的作用。
