优化营商环境的难点、堵点和痛点大多与行政权的运行尤其是行政机关的市场监管息息相关,以规范行政权运行、保护相对人合法权益为使命的行政法治,是优化营商环境的重要要求和保障。要在改革开放以来尤其是十八大以来行政法治建设的成绩和经验基础上,对标世界一流营商环境,以市场主体期待和需求为重要导向,加快建设法治政府。

The difficulties, blocking points and pain points of optimizing the business environment are mostly related to the operation of administrative power, especially the market regulation of administrative agencies. The administrative rule of law, which focuses on regulating the operation of administrative power and protecting the rights and legitimate interests of citizens, is one of the important requirements and guarantees of optimizing the business environment.
