"互联网+社区养老"是典型的自上而下政府主导型养老模式。其在实践运行过程遭遇的困境主要表现为:提供者"错位"与"缺位"并存;生产者高度依赖政府扶持与服务内容单一并存;消费者养老需求多元与有效参与不足并存;评估者评估主体单一与评估流于形式并存。探索构建各利益相关主体的协同联动机制,有效调动各主体的积极性,是实现"互联网+社区养老"持续有效运行的可能方案。

"Internet plus community pension" is a typical top-down government-directed pension model. The main practical dilemmas are as follows: At the provider level, "dislocation" and "absence" coexist; At the producer level,highly relying on Government support and the content of the service is single; At the consumer level, multiple pension needs and insufficient effective participation coexist and at the assessment level, the assessment subject is not diverse enough and the assessment process has no real meaning; Building collaborative linkage mechanism of the stakeholders and arousing their enthusiasm is the feasible plan for achieving continued effective running of "Internet plus community pension".
