在依法行政、建设法治政府的进程中,我国先后发布《全面推进依法行政实施纲要》《关于加强市县政府依法行政的决定》《关于加强法治政府建设的意见》,对依法行政的基本要求、科学民主决策机制的建立健全等作了原则性规定。重大行政决策成为这些文件的重要内容,重大行政决策制度成为依法行政制度体系的重要组成部分。梳理三个文件对重大行政决策的规定,可以更好地把握重大行政决策的内涵,健全重大行政决策机制,完善重大行政决策程序,推进重大行政决策的科学化、民主化和法治化。

In the process of administration according to law and building a government ruled by law, China has issued the "Implementation Outline for Comprehensively Promoting Administration according to Law", the "Decision on Strengthening Law-based Administration of City and County Government" and the" Opinions of the State Council on Strengthening the Building of a Government Ruled by Law, which has made a principled provision of basic requirements of the administration according to law and the establishment and improvement of scientific and democratic decision-making mechanism. Major administrative decisions has become an important part of these documents and an important part of the system of administration according to law. By sorting out the three documents on the major administrative decisions, we can grasp better the connotation of major administrative decisions, improve the major administrative decision-making mechanism, improve the major administrative decisionmaking procedures, promote major administrative decisions become scientific, democratic and ruled by law.
