优化农村养老服务供给体系是落实积极应对人口老龄化国家战略的重要举措。进入“十五五”时期，农村人口老龄化趋势加剧、老年群体养老服务需求不断升级、基本公共服务均等化目标日益明确，共同驱动农村养老服务供给体系从“有”向“优”转变。然而，当前农村养老服务供给体系仍存在较为突出的结构性与制度性问题。“十五五”时期应以高质量发展为核心目标，将积极老龄观贯穿于农村养老服务供给体系建设全过程，依托多元主体协同参与、三级服务网络建设及数字技术赋能，持续推动农村养老服务提质增效。为此，需重点从健全老年收入保障体系、优化养老服务政策设计、促进养老服务供需匹配、强化养老服务资金保障、全面支持老年人社会参与、增强数字技术支撑能力等方面协同发力，推动农村养老服务供给体系向更加普惠、适配、可持续的方向发展。

Optimizing the rural elderly care service supply system is an important measure for implementing the national strategy of actively responding to population aging. Entering the 15 th Five-year Plan period, the intensifying trend of rural population aging, the continuously upgrading demand for elderly care services, and the increasingly clear goal of equalizing basic public services are jointly driving the transformation of the rural elderly care service supply system from "having services" to "quality services". However, there are still prominent structural and institutional problems in the current elderly care service supply system. In this period, it is essential to take high-quality development as the core objective, integrate a positive perspective on aging throughout the entire process of building the rural elderly care service supply system, and rely on the coordinated participation of multiple actors, the development of a three-tier service network, and the empowerment of digital technology to comprehensively improve the quality and efficiency of rural elderly care services. To this end, this paper proposes that during the 15 th Five-Year Plan period, efforts should focus on improving the income security system for the elderly, optimizing the policy design of elderly care services, promoting the matching of supply and demand for elderly care services, strengthening financial support for elderly care services, fully supporting the social participation of the elderly, and enhancing the support capacity of digital technology. These coordinated measures will promote the development of the rural elderly care service supply system toward a more inclusive, adaptable, and sustainable direction.
