改革开放以来,延安革命老区始终坚持以脱贫致富奔小康为目标,经济社会等各项事业快速发展,人民群众物质文化生活水平不断提高,贫困发生率显著下降,在全国革命老区中处于中上等水平,但仍属欠发达地区。其发展存在的主要问题是:行政区划不合理;经济增速持续下滑;产业结构单一;城乡差距大;非公有制经济发展滞后。加快延安革命老区脱贫致富步伐应采取如下措施:充分发挥革命老区的政治优势和政策优势;坚持以脱贫为底线,以致富为重点,统筹做好脱贫致富工作;切实加快转型发展;着力发展非公有制经济;切实加快改革开放进程。

In Yanan, since the reform and opening up,the rapid economic development and the people's living standards continue to improve, the incidence of poverty decreased significantly. However, Yanan is still an underdeveloped area. Main problems of its development are as follows: the administrative division is unreasonable;the economic growth continues to decline; the industrial structure is single; the gap between urban and rural areas is large; the development of non-public ownership economy lags behind. The countermeasures should be as follows: to give full play to the political advantages and policy advantages of the old revolutionary areas; to pian as a whole about poverty alleviation work and becoming rich work; to speed up the transformation and development; to develop the non-public sector of the economy; to speed up the process of reform and opening up.
