改革开放以来,我国文化产业制度变迁经历了萌芽、起步、发展和深化四个主要阶段,具有明显的政府主导性特征。由于固有利益机制、文化产业产权制度以及成本收益的影响,我国文化产业制度变迁仍然存在路径依赖问题,以致我国文化产业发展的有效制度供给不足。为此,应做到坚持强制性制度变迁与诱致性制度变迁相结合、正式制度创新与非正式制度创新相结合、核心制度创新与配套制度创新相结合。

Since the reform and opening up,with a government dominant feature,China's cultural industry system has experienced four main stages: sprouting,starting,development and deepening.Due to the impact of inherent interests mechanisms,cultural industry property right system and the cost-benefit,institutional Change of China's cultural industry still exists path-dependent problems,resulting in the lack of an effective system for China's cultural industry development.Therefore,we should do insist on the combination of mandatory and induced institutional change,formal and informal institutional innovation,core and supporting institutional innovation.
