社区管理受环境变化的影响会表现出不同的形态特征。这种形态特征亦会与环境产生互动关系,或促进或阻碍社区管理的发展。针对现代化对社区管理带来的挑战,应从以下几方面提升社区管理现代化水平:提升社区非程序化决策的能力;积极构建公民社会,为社区自治创造条件;因地制宜,构建符合不同区域现代化程度的社区管理模式。

The management of community shows different morphological characteristics under the effect of environment. This characteristic interacts with the environment, promotes or hinders the development of the management of community. According to the problems and challenges because of the modernization of our country, we should enhance the modernization of the management of community from following aspects. Firstly, enhance the ability of non-programmed decision of the community. Secondly, actively establish citizen society to provide conditions for the autonomy of company. And finally, suit the measures to local conditions to the construction of the community management mode of different regional modernization.
