我国数字化治理正处在用数字技术治理到构建数字经济治理体系的深度变革中，数字出版的行业垄断问题是数字化治理的重要内容。在深入界定数字出版平台的特征及其价值形态基础上，剖析当前数字出版平台垄断行为中的版权垄断、数据垄断和价格垄断表现；揭示数字出版平台垄断行为具有隐蔽性和强制性，“赢家通吃”的垄断行为加剧了数字出版行业分化，互联网巨头通过排他性措施垄断和打压竞争平台，监管体制的滞后性导致数字出版平台垄断的成因。提出构建数字出版行业反垄断治理的法制体系、组织体系、技术体系和制度体系等战略路径。

China's digital governance is undergoing a deep transformation from digital technology governance to the construction of a digital economic governance system. The industry monopoly of digital publishing is an important part of digital governance. On the basis of deeply defining the characteristics and value forms of digital publishing platform, the paper analyzes the manifestations of copyright monopoly, data monopoly and price monopoly of current digital publishing platform monopoly; It reveals that the monopoly behavior of the digital publishing platform is covert and mandatory, and the "winner takes all" monopoly behavior intensifies the differentiation of the digital publishing industry, the Internet giants monopolize and suppress the competitive platform through exclusive measures, and the lag of the regulatory system leads to the monopoly of the digital publishing platform; It proposes the strategic path of building the legal system, organizational system, technical system and institutional system of anti-monopoly governance in the digital publishing industry.
