海洋是我国战略性新兴产业的重要领域。科学选择海洋战略性新兴产业,对于转变我国海洋经济发展方式、解决沿海地区面临的资源和环境两大发展瓶颈具有重要意义。在界定海洋战略性新兴产业内涵与基本特征基础上,提炼出其经济学属性,构建海洋战略性新兴产业选择的指标体系、评价模型。通过测算与综合比较,确定海洋生物育种和健康养殖业等七类产业作为现阶段我国海洋战略性新兴产业。
Abstract：The ocean is our key area of strategic emerging industries.Correct selection of marine strategic emerging industries is of great significance for the transformation of China's marine economy development and solution of the two major bottlenecks which coastal areas are facing in the development.First,this paper defines the meaning and basic characteristics of marine strategic emerging industries,then put forward its economic properties.Second,it comes up with index system,evaluation model,evaluation method of marine strategic emerging industries.At last,by measuring with a comprehensive comparison,it selects marine biological breeding and healthy breeding and others six marine industries as China's marine strategic emerging industries at the present stage.
