与农村税费改革前的诸多情况不同,后税改时代农村社会的现实景观使农村社会组织成为应对农村公共危机的重要力量。政府不是农村公共危机应急处理的唯一主体,农村社会组织也是公共危机管理过程中的重要力量。农村公共危机虽然冲击农民的生产、生活秩序,但在一定程度上也是催生农村社会组织的重要机遇。农村社会组织参与公共危机的应急处置,客观上有助于实现政府与农民对公共危机的合作治理。对于农村社会组织参与农村公共危机应急处理,应作出理性思考。
