社会心态是促进人的全面发展和社会全面进步的心理基础，构建社会治理共同体能有效消解当代中国基础社会心态失序的问题。社会治理共同体与社会心态之间有机统一、相辅相成，人民性是社会治理共同体的本质属性，基层社会心态秩序是构建社会治理共同体的重要一环，社会治理共同体是基层社会心态秩序建设的实践指向，社会治理共同体与基层社会心态秩序建设的逻辑耦合，具有本质相关性、整体联动性、互构共生性，为推动构建良好基层社会心态秩序提供了重要学理支撑。当前，基层社会治理中仍然存在因发展成果共享不足带来基层社会心态失序、“陌生人社会”带来基层社会信任危机、社会治理主体单一导致社会参与意识淡薄、基层社会心态圈层化催生群体极化现象等问题，一定程度影响并阻碍着新时代社会治理现代化的步伐和成效。因此，亟须完善社会心态失衡的疏导机制、利用数字化手段建设社会信任、激化社会心态治理的多元参与、整合多方资源打破社会心态圈层，切实推进和谐社会心态秩序的建设。

Social mentality is the psychological basis to promote the all-round development of human beings and the all-round progress of society. The construction of social governance can solve the problem of the disorder of basic social mentality in contemporary China effectively. The social governance community and the social mentality are organically unified and complement each other, the people nature is the essential attribute of the social governance community, the grassroots social mentality order is an important part of the construction of the social governance community, the social governance community is the practical direction of the construction of the grassroots social mentality order, the social governance community and the logical coupling of the grassroots social mentality order construction. It has essential correlation, overall linkage and mutuality, which provides important theoretical support for promoting the construction of a good social psychological order at the grassroots level. At present, there are still some problems in grassroots social governance, such as the disorder of grassroots social mentality caused by insufficient sharing of development achievements, the crisis of trust in grassroots social society caused by the "stranger society", the weak consciousness of social participation caused by the single social governance body, and the phenomenon of group polarization caused by the circle of grassroots social mentality, which affects and hinders the pace and effectiveness of modernization of social governance in the new era. Therefore, it is urgent to improve the dredge mechanism of social mentality imbalance, use digital means to build social trust, intensify the multiple participation of social mentality governance, and integrate multi-party resources to break the social mentality circle, promote the construction of a harmonious social mentality order effectively.
